FileASSASSIN is a great app that allows you to delete persistent and undeletable files and folders in your Windows. So make sure that you have downloaded and installed the app on your PC before moving to the next step
Step one: Once you have the app installed on your device, launch the app on your PC. After that, you will be asked to select a file which you wish to remove from your PC. You can search the file by clicking on Browse button
Step two: Once you have your file on your own, all you need to do now is to click on Delete. Once you are done, your file will be removed from your computer

Command Prompt
If you find the above-mentioned method annoying, you can use the Command Prompt on your PC. This may come in handy, as it eliminates the need for a third-party to be installed on your device.
Step one: Head to Start and type Command Prompt in the search box. Right-click on it and select Run as Administrator from the drop-down menu
Step two: A black window will appear and input something like DEL /F /Q /A C:\Users\Your username\The location of the file\name of the file you wish to remove from your PC
Step three: Once you are done, click Enter button and your file will be deleted permanently.
